CVE-2025-61997 is a stored cross-site scripting (XSS) vulnerability affecting OPEXUS FOIAXpress versions prior to 11.13.3.0. An authenticated administrative user can inject malicious JavaScript into the Annual Report Enterprise Banner image upload field, which then executes in the context of other users when they generate an Annual Report. This medium-severity vulnerability (CVSS 4.8) allows for session cookie theft, credential compromise, or sensitive data exfiltration.
