This flaw allows an unauthenticated, adjacent attacker to send ICMPv6 traffic to affected devices (e.g., Catalyst 9800-40, 9800-80, 9800-CL) before a client reaches the RUN state. The vulnerability has a CVSS v3.1 score of 4.7 (MEDIUM), indicating a low-complexity attack requiring adjacent network access with no user interaction.
