It allows a malicious DHCP subscriber to request and be assigned a specific IP address, bypassing static MAC-to-IP bindings. This can lead to duplicate IP assignments, causing denial of service for legitimate users or unauthorized information disclosure. With a CVSS score of 9.6 (CRITICAL), it has a low attack complexity and high impact on confidentiality and availability.
