CVE-2025-20189 is a denial-of-service vulnerability in the Cisco Express Forwarding functionality of Cisco IOS XE Software for ASR 903 Aggregation Services Routers with RSP3C. This flaw, caused by improper memory management when processing ARP messages, allows an unauthenticated, adjacent attacker to exhaust system resources by sending crafted ARP messages at a high rate. The vulnerability has a CVSS score of 7.4 (High), indicating a network-adjacent attack with low complexity and high impact, potentially leading to a router reload.
