It allows an attacker to disrupt a QUIC connection configured with a Pre-Shared Key (PSK) by sending a specially crafted CONNECTION_CLOSE frame encrypted with a retained initial key. Exploitation requires network traffic sniffing and has a high confidentiality impact (C:H) and low availability impact (A:L).
