CVE-2019-5163 is a denial-of-service vulnerability in the UDPRelay functionality of Shadowsocks-libev 3.3.2, affecting various openSUSE and Shadowsocks distributions. An unauthenticated attacker can trigger a fatal error and cause the service to exit by sending arbitrary UDP packets when a Stream Cipher and local_address are in use. This vulnerability has a CVSS score of 7.5 (High) due to its network-based attack vector and high impact on availability.
