CVE-2018-18389 is a critical access control vulnerability affecting Neo4j Enterprise Database Server versions before 3.4.9. This flaw allows an unauthenticated attacker to bypass authentication and log into the server by providing any valid username with an arbitrary password, provided LDAP with STARTTLS is configured for authentication and a System Account for authorization. With a CVSS score of 9.8, this vulnerability poses a severe risk of complete compromise (confidentiality, integrity, and availability) due to its network-based attack vector and low attack complexity.
