This flaw allows a malicious web application to create new clients or reset existing client secrets if an authenticated administrator's session is active. With a CVSS score of 8.8 (High), the vulnerability is easily exploitable over the network with low attack complexity, requiring user interaction, and can lead to high impact on confidentiality, integrity, and availability.
