CVE-2017-1440 describes a critical arbitrary file inclusion vulnerability in IBM Emptoris Services Procurement 10.0.0.5. A remote attacker can exploit this by sending a specially crafted URL to include a malicious file from a remote system. This allows for arbitrary code execution on the vulnerable web server, leading to high impacts on confidentiality, integrity, and availability, as reflected by its CVSSv3 score of 8.8.
