It allows remote, unauthenticated attackers to read arbitrary files by bypassing path traversal filters through specially crafted URL sequences, such as "..%01". The vulnerability has a CVSS score of 5.0 (medium severity) with a network attack vector, low attack complexity, and potential for partial confidentiality impact.
