CVE-2000-0740 describes a buffer overflow vulnerability in the strong.exe program within NAI Net Tools PKI server 1.0 prior to HotFix 3. This flaw allows unauthenticated remote attackers to execute arbitrary commands by sending a specially crafted, long URL to the HTTPS port. With a CVSS score of 5.0 (Medium), this vulnerability is easily exploitable over the network with low attack complexity, potentially leading to a denial of service or arbitrary code execution. While there is no evidence of active exploitation, public exploit code exists on ExploitDB, and the vulnerability has received minimal community discussion or media coverage.
