CVE-1999-0016, widely known as the "Land" attack, is a denial-of-service vulnerability affecting a broad range of legacy TCP/IP stack implementations from vendors including Cisco, Microsoft, HP, and Sun. This Medium severity issue (CVSS 5.0) enables a remote, unauthenticated attacker to cause a system crash or freeze by sending a spoofed TCP SYN packet with identical source and destination addresses. Although the vulnerability is currently inactive in the CISA KEV catalog and lacks recent media attention, multiple proof-of-concept exploits are publicly available, contributing to a significant EPSS score of approximately 0.80.
